برنامه ریزی و مدیریت سوانح و حوادث طبیعی که سبب تحمیل خسارت های جانی، مالی و محیطی به فضاها و ساکنان مناطق شهری می شود باید به منزله ی یک راهبرد اساسی در همه مراحل برنامه ریزی و برنامه های توسعه ی شهری مد نظر قرار گرفته شود. شهرها اغلب محل تراکم بسیار زیاد جمعیت و پدیده های انسان ساخت هستند. به همین دلیل در صورت نبود آمادگی برای مقابله بابحران، احتمال بروز خسارات جانی و مالی بالا است. در این بین مباحث برنامه ریزی شهری و ارتباط آن با مدیریت بحران از موضوعات مهم و قابل تأمل مبحث خطرپذیری سیستم شهری می باشد. از این رو پژوهش حاضر با هدف بررسی الگوی علمی مولفه­های موثر در مدیریت بحران مناطق شهری تدوین شد. روش به کار رفته در این پژوهش از نظر هدف کاربردی و از نظر روش توصیفی تحلیلی است. جامعه­ی آماری این پژوهش را خبرگان و اساتید جغرافیاو برنامه ریزی شهری، برنامه ریزی شهری و منطقه­ای در شهر شیروان تشکیل می‌دادند. خبرگان به روش گلوله برفی و از میان اساتید دانشگاهی و پژوهشگران فعال در زمینه مدیریت بحران شهری انتخاب شدند. حجم نمونه در نظر گرفته‌شده برای تکمیل پرسشنامه 25 نفر از اساتید دانشگاهی و متخصصان حوزه پژوهش انتخاب شدند. ابزار گردآوری داده­ها پرسشنامه مبتنی بر دیماتل فازی بود از آنجا که پرسشنامه مورد استفاده، برپایه­ی معیارهای شناسایی شده در پیشینه پژوهش و دیدگاه کارشناسان و صاحب نظران تهیه شده بود، روایی پرسشنامه، خود به خود تایید می­شود. به منظور سنجش پایایی پرسشنامه، از آزمون آلفای کرونباخ استفاده شد، و میزان آن 80/0 به دست آمد این میزان، نشان دهنده پایایی مناسب پرسشنامه است. یافته­های حاصل از این پژوهش نشان داد که در مرحله بیش از بحران از میان شاخص­های مورد مطالعه  براساس مقدار D-R، شاخص ظرفیت و توانمندسازی با مقدار 255/1 به عنوان تاثیرگذارترین شاخص در مرحله پیش از بحران، در مرحله حین بحران شاخص امداد و پاسخگویی  با توجه مقدار 953/1، و در مرحله بعد از بحران شاخص حمایت دولت با بیشترین مقدار D-R 932/1 به عنوان تاثیرگذارترین شاخص در شناسایی شدند. در یک نتیجه گیری کلی می­توان عنوان نمود که مدیریت بحران در شهر شیروان نیازمند دیدگاهی ساختاری و جامع است و نیاز است که برنامه ریزی در راستای مدیریت بحران شهر مورد مطالعه به مولفه­ های شناسایی شده در این پژوهش توجه ویژه­ای شود.
