Introduction: Despite the ancient settlement of the population in the mountains, the rural settlements in this area have experienced a decrease in population or become uninhabited in many areas. Therefore, investigating the causes of instability of mountain villages is very important for land development planners. Therefore, the main purpose of the research is to understand how and the causes of the instability of the rural settlements in the Assalem District of Talesh conty, the evolutions and changes of the population and their geographical distribution, which, despite the favorable natural and socio-economic characteristics, have faced population decline in the last two decades. The research method is based on geographic information system (GIS) spatial analysis tools, by which variables influencing the stability or instability of villages in the research area are put into spatial layers, and with thematic maps, the way the villages are located in relation to the boundaries of each It explains the 7 variables of altitude, weather, terrain capability, slope, distance from fault, distance from rivers and distance from roads, and finally, it creates a unified raster map in ArcMap software by combining the boundaries of the variables. To thereby determine the stable and unstable boundaries of the research area, especially its mountainous area. The findings of the research show that despite the moderate climate, abundant water resources and fertile soil in the region provide the basis for the dynamism of the villages. Mountain villages have become unstable compared to settlements in plains, valleys and foothills. Therefore, it is suggested that by taking into account the various ecological and physical-spatial bottlenecks and the abilities and capacities of the region, sustainable mountain areas should be identified and by strengthening the necessary infrastructure, the ground for stabilizing the population and establishing sustainable settlements should be provided in them.
