Designing a Neighborhood-Based Cultural Planning Model Based on Citizen Participation in Tehran Municipality

Abstract
Introduction

Towards the realization of urban management objectives, cultural and social planning is of particular importance. Neighborhood-based initiatives such as neighborhood councils, neighborhood management, and support for non-governmental organizations have been on the agenda in Tehran. Despite the strengths, we have witnessed confusion, reduced productivity, and incomplete realization of the urban vision in these areas. It seems that there are deficiencies in policymaking and implementation that need to be examined and addressed. Additionally, the role of cultural-social capital and non-governmental organizations in neighborhood affairs of the city is very important, and developed countries have taken similar actions. Tehran Municipality has implemented several programs to increase citizen participation and create social capital in neighborhoods, such as neighborhood councils and neighborhood management. These initiatives have been somewhat successful, leading to the formation of neighborhood boards of trustees, neighborhood managers, local community centers, and specialized centers. However, issues such as administrative and executive problems, misuse by some authorities, decreased citizen trust, and weak citizen participation have prevented these initiatives from fully achieving their intended goals. Therefore, designing and providing a neighborhood-based cultural-social planning model based on public participation in Tehran Municipality is essential, so that both local needs are met and the cultural-social objectives of urban management are fulfilled.
 

Methodology

The present research is an exploratory study based on its purpose, as it aims to propose a new model based on the current socio-cultural realities of the society and the administrative structures governing the city of Tehran, considering the implementation of several models such as neighborhood councils and neighborhood management, and the deviations from their objectives and the minimal achievement of the relevant objectives. This study will be conducted using a qualitative approach. Based on library studies and then specialized interviews, efforts will be made to identify the indicators of cultural and social planning at the neighborhood level, in interaction with their parallel and higher levels, and with the neighborhood, district, and central municipal organizations in the cultural and social spheres. The main data collection tools for the research are library studies and semi-structured interviews. In the first part, to study the theoretical discussions related to the research objective and to review the literature and background of the subject, the available information in this regard, including specialized books and articles related to the fields of neighborhood-based approach and neighborhood-based cultural planning, including neighborhood management (which has been a recent experience of urban management in Tehran), will be used. In the second part, in order to become familiar with and gain awareness and understanding of neighborhood-based approaches and neighborhood-based cultural planning, as well as to better coordinate and identify the research variables, in-depth interviews will be conducted with a number of experts with relevant scientific backgrounds and experience in the municipalities and neighborhood management of Tehran. The statistical population includes experts with relevant scientific backgrounds and experience in the field of neighborhood-based approaches in Tehran's neighborhoods and municipal managers. These individuals have higher education in the field of urban management and have extensive work experience in this field. In qualitative studies using the interview method, it is usually recommended to interview between 5 to 15 people.
 

Results

In this research, from the qualitative meta-synthesis analysis method, the extraction of main and sub-categories from the article texts has been addressed. Then, using the grounded theory data analysis method, the interview texts were coded and the paradigm model of the research was designed. Which includes the following two steps: 1-Qualitative meta-synthesis analysis method: In this research, seven steps (formulating the research questions; systematic review of the texts; searching and selecting appropriate texts; extracting information from the selected articles; analyzing the qualitative findings; controlling the quality of the analysis and finally presenting the research report and findings) were investigated. 2-Grounded theory qualitative analysis: In the grounded theory qualitative analysis, open, axial and other coding were used.
 

Discussion

In the research process, after data collection, the analysis and interpretation of the data, the next step is to present the model, draw conclusions, and summarize the research. In the first step, by examining the current situation, the obtained data is classified into 6 main categories. With the opinion of experts and specialists, 36 indicators were extracted from the qualitative analysis of the interview data using the grounded theory method, which were used for the neighborhood-based cultural planning of the social and cultural centers in the neighborhoods of Tehran.
 

Conclusion

In this research, after coding the texts of selected domestic and foreign articles, by removing synonymous and repetitive criteria, and finally by categorizing and classifying the final criteria, a total of 8 main categories and 36 subcategories were obtained. One of the main categories refers to the measurement and evaluation of the performance of structures. All organizations, whether governmental, public or private, need a type of effective monitoring system in order to develop, grow and sustain, through which they can assess and monitor the efficiency and effectiveness of the organization's programs, processes and human resources. The following factors play a significant role in increasing citizen participation: Examining the functions of neighborhood-based planning, including economic, social, cultural, educational, welfare and research functions; Neighborhood-based planning and development of local programs have a significant role in increasing citizen participation. Some of the subcategories include: Determining the desired vision in management and planning and organizing programs and cultural centers at the neighborhood level, Defining the missions and main functions for management and planning at the neighborhood level, Determining the authorities, methods and mechanisms for supervising the management and planning system at the neighborhood level, Determining the authorities and accountability mechanisms of the cultural management and planning system at the neighborhood level by neighborhood structures and the scope of authority of officials and cultural structures at the neighborhood level.
