تبیین نقش الگوی حکمرانی مشارکتی در تحقق اصول شهر فراگیر (مطالعه موردی: شهر زنجان)

چکیده
هدف: در دهه‌های اخیر، روند شتابان شهرنشینی، نابرابری در توزیع منابع و محدودیت مشارکت گروه‌های اجتماعی گوناگون، دستیابی به عدالت فضایی و کیفیت زندگی برابر را در بسیاری از شهرها با چالش مواجه ساخته است. در این میان، تحقق شهر فراگیر به‌ عنوان یکی از اهداف کلیدی توسعه پایدار، مستلزم بازنگری در شیوه‌های حکمرانی شهری و ارتقای مشارکت واقعی شهروندان در فرایندهای تصمیم‌گیری است. الگوی حکمرانی مشارکتی می‌تواند با تأکید بر شفافیت، پاسخ‌گویی، عدالت و توانمندسازی، نقش مؤثری در کاهش نابرابری‌ها و افزایش تاب‌آوری شهری ایفا کند. هدف پژوهش حاضر، تبیین نقش الگوی حکمرانی مشارکتی در تحقق اصول شهر فراگیر در شهر زنجان و شناسایی مؤلفه‌های کلیدی مؤثر در این فرآیند است.
روش: این مطالعه با رویکرد ترکیبی انجام شد. در بخش کیفی، مؤلفه‌های مرتبط با حکمرانی مشارکتی و شهر فراگیر با مرور ادبیات و نظرسنجی از ۳۵ نفر از خبرگان با استفاده از روش دلفی فازی شناسایی شد. در بخش کمی، روابط بین متغیرها با بهره‌گیری از مدل معادلات ساختاری در نرم‌افزار Smart PLS تحلیل گردید.
نتایج: نتایج نشان داد که از مجموع ۸۷ مؤلفه پیشنهادی، ۴۲ مؤلفه با ارزش فازی بالاتر از 7/0تأیید شدند. از میان مؤلفه‌های حکمرانی مشارکتی، شفافیت و پاسخگویی، مشارکت اقشار آسیب‌پذیر، تدوین قوانین مشارکت‌محور و توزیع عادلانه خدمات بیشترین اثرگذاری را بر تحقق اصول شهر فراگیر داشتند. نتایج پژوهش نشان داد که پیاده‌سازی الگوی حکمرانی مشارکتی می‌تواند زمینه‌ساز تحقق عدالت فضایی، تقویت تاب‌آوری شهری و ارتقای فراگیری اجتماعی در شهر زنجان باشد.
نتیجه‌گیری: بازنگری در ساختار حکمرانی شهری با رویکرد مشارکتی ضرورتی اساسی محسوب می‌شود.
