ارزیابی حکمروایی شهری پایدار در شهرهای کوچک مرزی(مطالعه موردی: شهر سردشت)

چکیده
در حکمروایی مدرن، تغییر از ساختارهای مرکزی و سلسله‌مراتبی به سمت رویکردهای مشارکتی با سازمان‌های اجتماعی و نهادهای غیردولتی، که به توسعه پایدار شهری کمک می‌کنند، اهمیت دارد. در تحقیق حاضر، حکمروایی شهری به عنوان یکی از راهبردهای اساسی برای دستیابی به توسعه پایدار در شهر مرزی سردشت مورد بررسی قرار گرفته است. رویکرد جمع‌آوری داده‌ها، تعاملی و متمرکز بر دانش فنی، و استفاده از روش‌های تحلیلی، به‌کار رفته است. یافته‌های تحقیق به سه بخش تقسیم می‌شود: ابتدا شناسایی عوامل موثر در حکمروایی بر توسعه پایدار شهری با در نظر گرفتن 12 متغیر، سپس بررسی نقش این متغیرها در تحقق توسعه پایدار شهری از طریق روش تحلیل اثرات متقاطع، و در نهایت شناسایی پیشران‌های کلیدی تحقق‌پذیری توسعه پایدار با استفاده از روش دلفی آنی و اولویت‌بندی آن‌ها بر اساس اهمیت و عدم قطعیت. نتایج نشان می‌دهند که پنج متغیر اصلی شامل تشویق و ترغیب شهروندان به مشارکت، هماهنگی میان نهادهای شهری برای حل مسائل و اجرای پروژه‌ها، برگزاری جلسات عمومی جهت تبیین اقدامات عمومی، همسوسازی بین سازمان‌های شهری مختلف در اداره شهر، و ارتباط مدیران شهری با نهادهای علمی و دانشگاهی به‌عنوان موثرترین متغیرهای تأثیرگذار بر روند توسعه پایدار در منطقه مرزی سردشت شناخته شده‌اند. تحلیل سناریوهای توسعه پایدار در چارچوب حکمروایی شهری نشان می‌دهد که احتمال وقوع وضعیت‌های بحرانی در آینده توسعه پایدار در شهر مرزی سردشت بیشتر است.
